Strange Backup in Toilet or What?

stayed at hotel alone.  left hotel for about 6 hours.  returned to find this (see attached pics).  What happened??  What is it??

The plumbing system in the hotel obviously has a partial clog/obstruction in the system and it is allowing waste to enter back through the path of least resistance. I would imagine if you was to watch whenever someone flushes a toilet above your room or in the same system, it probably backs right into that toilet.
 
That can become progressively worse over time if it is not taken care of. I would advise them to have the drain system cleared, which might mean in close proximity. Possibly pulling that very toilet to access the drain system to clear it.
